It's Rol from Dangaioh! I saw this in the Gundam section and my head imploded. This anime has beautiful designs by Toshihiro Hirano!! This scene is when Rol goes to attack enemy, but he misses and falls. Love his expression here and flow of hair. I find it really neat to see his bald head in cel and douga! It's so glorious~ XD
